This is Tesa 51608 fleece harness tape. Our favourite tape for building harnesses, and what we use on our own installs. Price is per roll.
You can tear it by hand. No knife, no scissors, no putting a blade down somewhere it shouldn't be while you're working under a dash. That alone makes it faster to work with than any cloth tape.
It's also the quietest. Fleece damps sound rather than just holding wires together, so a loom wrapped in it doesn't buzz against a dash panel over rough road. That's why manufacturers use it in the passenger compartment.

Engine bay work needs more heat resistance — use 51036 PET cloth instead.
