This is the PAC TR-7 Universal Trigger Module.

A programmable output trigger module that replaces a drawer full of single-purpose parts. It covers more than sixteen different applications, so instead of stocking a separate module for each job, you configure this one to do whichever you need.

Its best-known use is bypassing the video safety lockout on Alpine head units, but that's a fraction of what it does.
