This is the Fortin PASSLOCK-SL2-V2 Bypass Module.

GM used two different anti-theft systems on older vehicles, VATS and Passlock, and neither will let a remote starter crank the engine on its own. The PASSLOCK-SL2-V2 handles both, covering Buick, Cadillac, Chevrolet, GMC, Hummer, Isuzu, Oldsmobile, Pontiac and Saturn.

No key sacrifice and no programming tool. It's self-learning, so it programs itself to the vehicle during installation. You don't give up a spare key and there's nothing to flash.
